Okay, I read through it, and the only evidence that shows masks may be effective is that it filters large particles. As for testing against the actual virus, it says "no data has been published", which doesn't really surprised me because, when you think about, the government (CDC) wouldn't want to publish anything so politically controversial, especially since the CDC has actually been benifiting from the scare caused by the pandemic.
