I've heard enough complaints about how that works to have a rough idea that there's not as much meritocracy in our defensive services as we would wish for.
MANY IN MY PARTY HAVE SERVED AS LONG AS A MILITARY GENERAL OFFICER; MAYBE, BUT A GENERAL OFFICER IS PROMOTED FOR A RECORD OF ACHIEVEMENT AND NOT ON TIME SERVED.
