Well I guess it´s time for history class.

Pingu was a tv show that originally aired in 1990 that was animated in the style of claymation. I was so popular it has 6 seasons and 156 episodes. The show revolves around some random penguin in the artic named pingu (obviously), and the show revolves around the activities he and his family members get into. Also none of the characters speak in english and only say random gibberish, which is how noot noot was born.
