This is the same situation for the vast majority of peoples of the world. Most countries are not allowing citizens to leave and many are not allowing any in or if they will you must have connection to a resident i.e marriage or child of citizen and then you must quarantine for 14 days.
And not to mention that the flights that are being put on are at about 3 times the normal price for trip so most people can't/won't afford unless absolutely neccesarry.
