The fact you put that meme up from my favorite show makes me happy. That is the reverse Flash aka Erobard Thawne, which he took the body of Harrison Wells after killing Barry Allen's (11 year old at the time) mother. Which then, Thawne couldn't tap into the speed force and had to wait 15 years for Barry to grow up and become the Flash.
