No, in one of the later seasons it is revealed that all elemental masters can summon an energy dragon.

Season 4 is when they find out.
And with jays elemental dragon I think Jay would win.
Especially if you're going by the later seasons.
I mentioned the elemental dragons because even though Lloyd could make a dragon it was only with his golden power which he gave up.
