Suggestion 2: instructions from owners to mods. There might be things that mods need to do that that owner needs to tell them in comments. You should be able to do that in the request, like special shipping instructions. Example: "LoremIspum invited you to moderate their stream DolorSit. Yadda yadda how to accept. Special instructions: check watermark to make sure it is ai"

Suggestion 1: Tiers of owners
The creator of the stream should be tier one and have all the power. If someone happens to their account, the power gets passed to tier two owners. These have less power (can invite mods and change people to tier 3 owners but not change stream settings) and tier 3 would just be able invite mods.

There should be like a co-owner, The co-owner could get mods and moderate but could also change the description and get rid of mods with the owners permission

I like the idea of running things by the owners

I'd like to have some kind of "Temporary owner effect", like when the original owner is inactive for at least 1 month, the first mod or the mod with the highest points will temporarily become owner while the OG owner's status stays the same.

Also i would make it where if the owner left imgflip then the mods with the most images MODed would take over as owner
