Yeah the other player can do that but you shouldn't need to wait around for that person to start playing. Even if they do, they don't have to do what you want because since they started the island, it is their island, they make the rules. The only full proof way to get around this is to BUY ANOTHER SWITCH!

you can't turn stuff into tom nook or build buildings unless the one that booted up the game first progressed far enough.
