Maybe but that's not why he isn't wearing one...face masks actually do very little to protect you from catching the CCP Virus and the one in the picture looks like one of those cheep dust masks sold at hardware stores,those do absolutely nothing to protect you.
However guidance on face masks do vary wildly among international health bodies and governments.
The World Health Organization (WHO) currently only recommends face masks for people who are coughing or sneezing, or for those who are caring for people who are suspected to have covid-19.
