According to my totally real DLC, there is a criminal that is wanted. They find out about the many crimes he has done and trace him all the way to a train station and he is about to do a train heist. The final boss is where he starts throwing coal from the train at you and you have to defeat him and you also have to watch out for falling off the other side of the train!
