I'm not gonna downvote if I don't get a joke, I'll usually upvote just don't respond. If someone's harassing me, yes. But it take quite a bit to get a downvote from me.

I definitely wouldn't do that if that's all they say, just explain it to them and don't downvote. Harassment is different like "I don't get this, this meme is f**king stupid" I would downvote.

Well, when I don't get the joke, I just move on. When someone harasses me, I don't downvote & instead I [REDACTED REDACTED REDACTED REDACTED REDACTED REDACTED] and then I [REDACTED REDACTED REDACTED REDACTED] out of him. Then I go on with my normal life.

same, but if their using a ton of bad words or bullying for no reason, then i flag them (and sometimes block them)
