It hides a comment so it goes to the bottom of the meme and eventually will hide it. On a submitted meme it becomes unfeatured I think if it gets too many downvotes. I don't believe it subtracts points though. Olympian could answer better.

There used to be a downvote bar but memes and comments are still effected if they do get downvoted. Comments become "low-rated" if they get downvotes and memes aren't that noticeably effected by some will be unfeatured if they get a lot of downvotes. I've had that happen with trolls in the past.
