His normal mode can utilize all his abilities but at a lower power level. But his specific forms have full control of their specific powers. He can also change forms at any point in the battle. Like a fire punch to a rock smash to a thunderbolt blast to a hurricane launched into a portal into one big mean energy punch.

So like in fire mode water is his weakness?

Yeah, but can easily switch before anything bad happens. Also, in Photon Mode, anything that hits him literally disintegrates out of existence. But it's very situational, & hard to access unless it's failsafe kicks in (Named the "Photon Failsafe Mode") Which is when the user's life is in danger.
