First off, you go onto the stream, then click the option saying settings. Keep scrolling, and you'll find a section saying moderators. Type in the name of the user you want to moderate your stream, and then press save. You'll then need to wait for them to accept or decline your offer.

ANNOUNCEMENT: WHEN I WENT TO SLEEP LAST NIGHT I HAD LEFT MY CHROMEBOOK AWAKE BECAUSE SOMETIMES THE SITE RESETS MY PROGRESS WHEN I HAVE A HUNGER GAMES IS PLAYING OUT.
