Why would he say something about something that isn't true?

Here's an excerpt of the first document.

"Will COVID-19 be the underlying cause?
The underlying cause depends upon what and where conditions are reported on the death certificate. However, the rules for coding and selection of the underlying cause of death are expected to result in COVID-19 being the underlying cause more often than not."

Anyone interested in science would at least look into this and account for what's really going on with the death toll of COVID-19 and attempt to verify the recent change in how the number of deaths are being accounted for.

I've already read the CDC memo and it is immediately obvious that it's not what you're saying it is. It's just a guideline on when to use the new cause of death codes.
