I agree the facts in memes make for great memes. So given what you said I had a quick look to see if in fact this memer had put something up which is BS. And In this case I would say you didn't look very hard now did you? the words were written on description for the video but I had to listen to the 3 minute video to make sure they were actually in it. Which they are.
If you copy the info from image description and search in your browser you will find plenty of reference to the quoted words. The words are spoken by Bill Gates or somebody has replicated his voice and image onto the TED talk in 2010 but of course I dont think so. see link below for video,

I thought you wouldnt be peddling poop. So that's why I went to investigate.
The only thing with the quote though is he does say later that its not a good idea and offers another option. However it's really the same thing without the honesty of what he first said.
