Basically Ghostly is supposed to be one of the many dreepy Bloo hatched when they were hunting for a shiny, he was going to be released when suddenly Bloo noticed that he’s much smaller compared to the other ones (basically as you can see here a dreepy is supposed to be larger than a victini but I accidentally made this dreepy small so uhhh-) so they keeped him and introduced him to the others, no one was surprised but this but Ghostly was interested in Vee who is freaked out since Vee is weak to ghost types. but Vee started to get used to Ghostly and they shared a bond together.

The only ghost move dreepy getz is astonish, funnily enough.

What about Drakloak? It can learn Hex and Phantom Force, it can even learn Shadow Ball with a TM.
