The American censorship system is really dumb.
I don't live in America. Where I live, things are a bit more relaxed, but I've seen American children's movies and *sigh* they are one of the dumbest baloney that I have ever seen.
According to America, things such as bullying or things that happen in reality are only for teenagers and adults, and if an company puts that in their films, they get banned until they force themselves to remove it.
Japan, meanwhile, may be more stricter than America when it comes to certain topics, but most stuff such as underclothes and bullying are allowed because they are technically educating children about stuff, unlike America, who shove themes of being kind and generic and stupid down children's throats and making them believe that's what they should be learning
