They never managed to actually implement actual communism. When the number of people gets too big you have to specialize just to run things, and that makes classes, and also means you need a ruling class, and that ruling class then controls and owns and controls the means of production rather than being commonly owned.
Thus it communism cannot exist on a nationwide scale.
