While I don't agree with Nancy Pelosi tearing up this speech, you should all know that the law that is cited only pertains to "record and reports." As such, what Nancy did was distasteful sure, but legal absolutely.

This only has to do with official records; the copy that President Trump submitted to the National Archives would be covered by this statute, not the courtesy copies he passed out to the Vice President, Speaker of the house, or media.
