While I don't agree with Nancy Pelosi tearing up this speech, you should all know that the law that is cited only pertains to "record and reports." As such, what Nancy did was distasteful sure, but legal absolutely.

If you watched the speech, you would've seen that President Trump didn't shake Vice President Pence's hand either.
