My super ex-treasurer needs to balance his neo-liberal books, so he gives $150 million here and there and then claws it back by cutting welfare and other public expenditures. Not many people get it, I do understand. I'll explain it this way. the gov spends $1 billion, the billion goes into the public sector, now the public has a billion-dollar surplus and the gov has a billion-dollar deficit. The neo-liberal system dictates that he must have a surplus so he takes a little more than a billion back out. Who would you rather have a surplus, us or them?
