I sure can. Shakespeare wrote in Early Modern English, which was a period where English was changing rapidly... (go read Old English for some suuuuuper fun 🙄). There is no rule to how he used commas, but there is a reason they are there: to tell you how we wants the word pronounced (people assume it's to make the lines flow better and maintain the iambic pentameter). For example, take the line ""It is the star to every wand'ring bark". Wandering could be pronounced with 3 syllables (wan-der-ing) or two (wand'ring), the comma is just saying to pronounce it with two syllables. And that's really it!
