A human right is something that every human being is guaranteed to be able to do or think without help.
Not every human being has access to clean water, so clean water isn't a human right.
The only human rights are:
The freedom of thought, the freedom to communicate ideas to other humans, the freedom to breathe, the freedom of living their life whoever the heck they please without other humans helping or interfering, and the freedom of life.
