The part i was confused about was "What are the atmospheric conditions here like". That was it.

atmospheric conditions is just a posh way of saying weather. But in this memes case it could also be construed as what is the geographic / regional atmosphere like in ( place Muslim majority country name here ) that’s why I used the word sectarianism in the tags.
Hope this clears it up.
