Huh, didnt bill give nuclear reactors to the north koreans and then they kicked the inspectors out. Which allowed them to then go source or make the rest of the things they needed to try develop nuclear weapons?

Yes, Bill gave them the tools to eventually make nukes based off their word that they wouldn't. And follow what NK does, they went along jus long enough to get all they wanted and built nukes anyway.
