Do you know what the word "census" means?

It is by definition the exact opposite of a sample: it's where you survey everyone, 100%, not just a representative few.

Good article. As it says, this is the first time the Census has asked that question to everybody. The census bureau may have asked that question as a sample but a sample is not a census.
