I believe this user has their settings fixed so that they get notified everytime someone comments on a meme that they commented on. So don't worry! It's just their choice.

I posted instructions to him here but it seems a lost cause. LOL

You need to change your settings. You have it fixed so that you receive a notification each time a person comments on an image that you also commented on. You must uncheck that box and then click "update" .

I thought you didn't want constant notifications? Maybe I'm confused?

If you uncheck that box you will ONLY be notified if someone comments on your meme or replies to you.

If you check that box you will get notified of every single comment on every single meme that you have commented on in addition to the comments on your memes and replies to you.
