Apparently he's designed to be a parody of the elderly and is meant to be silly looking. On the show kids have fun engaging with him because he's so silly, and I guess when that thing isn't doing anything harmful and is generally friendly and is the star of your country's equivalent to Sesame Street then he's a pretty okay dude.
