Yes, the more of your troops who finished school, the better, and if you're building fortifications you definitely want to bring along an engineer or two. That sounds like good strategy to me.
They won't ever work for free, though, no matter what "statist" chicanery they'll have been through. An army's fighting morale is never a given, ever.
