It's a Russian neo-Nazi flag. Russian state media called them a far-left group but that's Russian state media.

The NazBol party is a legit political ideology developed by Alexander Dugin primarily in post-Soviet Russia in the '90s, and merged together Economic Communism (with religion still being banned in this ideology) with cultural Nazism, so, Nazbols probably believe in "the supremacy of the slavic race." They were also anti-semitic, and EXTREMLY nationalist.

It can also be thought of as "National Communism."
Kind of like Stalin's socialism in one country, but a whole lot more extreme.
