Maybe. But he still did waste a lot of the Adminstration's time (which was, naturally, intentional)... The 'Media' WILL say Barr 'shut him down early', and a whole multitude of other different things --- they'll have their script writers working over-time to create the scenarios, which should prove very entertaining if not anything else...

... Although, these are easy algorithms and/or rubrics to predict....
It goes something like this:
If something bad happens; it's Trump's fault...
If something good happens; it's despite what Trump did...
AND, Trump's 'guilty' of < insert crime> , and it's only 'a matter of time' until 'we get to the bottom of it' or 'connect the dots' (WHENEVER you hear/read these last two, it's code for 'we DON'T want to connect dots or get to the bottom of it, but will waste as much time as possible saying we will'.

I believe it is a cover up for what they have done, or planning to do. Plus no one in their right minds accuses a sitting President of crimes of colluding with a foreign power, unless they are desperate
