I dated an idiot who would say that ALL. The. TIME. And to add an extra layer of annoyance he would point at you with both index fingers when he said it.
I'm a supervisor at a call center and I have a bunch of new people who will say that after I tell them things to do or not do but in the same breath they are asking the same questions that they just said "noted" to. Drives me crazy!
