They don't....not out of preference!
Cats have a distinct temperature preference for their food, preferring food with a temperature around 38 °C (100 °F) which is similar to that of a fresh kill and routinely rejecting food presented cold or refrigerated (which would signal to the cat that the "prey" item is long dead and therefore possibly toxic or decomposing).

apologies for the soap box, I just get wound up when a joke is misinformed! It is a misconception that cats eat fish, as they originated from desert / dry areas and were then domesticated so they would never eat fish in the wild. This is also why they don't drink a lot (conserving fluids).
Larger cats like jaguars, tigers etc that might actually take to a fish actually don't mind water and are good swimmers!
