well Venezuela is currently in the dumps due to the oppressive government that controls the citizenry with a near iron fist. So if they DID get their gold back it would most likely go to the govt who would misuse it to further grow their power and dominance in the south. Most likely in both the military and law enforcement sectors and if they got rich enough they would likely turn their militaries attention to wealthy Brazil, who they despise.
If they managed to defeat brazil and expand their territory they would likely become a new global superpower which would end up much like the soviet bloc, and collapse eventually under its own weight due to internal bureaucracy.
