I've been re-doing that for a 2nd time now - no chance of getting featured.

- no political message at all.
- several 'hamberder' memes being featured in the fun stream
- coupla Covington memes as well

any issues beyond that?

It seems both political and funny to me, but that's just my take. If you're looking for advice, I would suggest submitting creations like that to the politics stream.

Arbitrary humans? Partisan mods? Or do my memes get unfeatured by algorithm?
by the mere use of a wrong template? or by graphic software capable of detecting red baseball hats?
is there a catalog of templates I am permitted to use? What else criteria?
President a no? red baseball hats a no? soon on imgflip: Straight White Males to be a no-go because someone might get TRIGGERED?
Please get this clear imgflip and make a catalog of templates & list of content being censored.

As is right now sucks:
I always check my submissions being in line with terms but losing several submissions a week by unfeatured memes due to arbitrary mod decissions or template-restrictions or sort-out algorithms that I'm not aware of.
and: SORT IT OUT WITHOUT COUNTING DOWN THE SUBMISSIONS
right now I don't get my daily allotment back if memes don't feature - I have to wait another day.

I'll help where I can, but I don't have answers for every question. I don't think popular templates or user contributed templates have any kind of pre determined stream restriction or designation, other than that some are already NSFW.

I'm drawing on my own experience here, I've had plenty of submissions never feature or get disapproved. Having that happen can take some of the fun out of imgflipping, I can relate to that.

well ok- actually I was trying to learn about how a submitted meme gets approved or who's in charge of meme-approvement and not about who's in charge of imgflip as a whole.
but thanks for your advice.
