I am level 116 and found the best shotgun in fallout 76 when I killed a group of mole rats near mount Blair. A level 15 explosive pump action shotgun. Every pellet hits for 280 dmg. So maybe the third best since an Instigating Two Shot Explosive pump acton shotgun would be the very best level 15 weapon in fallout 76. I gave it to a friend and he was camping the munitions factory. He asked what ammo I need. Lol
