Logic would suggest that people who cross the border illegally are more of a threat. Crime by illegal immigrants is higher around the border. People who are overstaying legal residence would be less of a threat, too, since they've already been pre-screened. Border crossers are completely unvetted. Use logic. Walls work. Deterrents work.
