Yes, Russia has been pushing their boundaries and probing their defenses for several years and they annexed Crimea in 2014. But I guess we must have a different definition of war. Normally that when two armies set up shop and start lobbing shite at each other. That hasn't happened yet that I am aware. That may not hold true for long - the Russians have moved some 80,000 troops along their border with Ukraine, I doubt Putin has done that just to keep the troops busy until the Christmas holiday break.
