The number of ballots cast is a fact

Facts matter.

Facts may sometimes be viewed as inconvenient.

Except Snipes wouldn't declare the number of ballots cast on election day, and comingled over 90,000 "found" ballots with ballots actually cast on election day... Yeah, inconvenient facts. But those ballots sure seem convenient!

So, your question seems to be, if it happened once, was it just this once?

A recount could answer that question, too, after this unfortunate occurrence:

"Snipes' office accidentally mixed a dozen rejected ballots in with 193 valid ballots".
