I think it’s more for the people crying about all the political memes. Which, I admit they were getting a bit thick on the hot pages, but... idk. I think now with the separate categories, a lot more memes won’t be seen...

there shouldn't be more than one hot-section
instead they should enable users to sort it out for themselves.
