I would concede that to you. I would submit he and his actions and his government would easily fall into the category of Practical Atheism, given they neither practiced nor supported (nor spoke about possibly) religion or religious ideals, outside of the religion of themselves.

1. Those people aren't representative of Atheism.
2. There's a difference between Communism and Atheism. The only thing they share is a lack of belief in a deity. That's the ONLY similarity.

In the case of the invisible dragon living in your garage, if you offered no other evidence (as you state in your example), then yes, I would be likely to disbelieve you especially if we make a trip to your garage and find no primary evidence like dragon poop or scorch marks and such, or secondary evidence such as an unexplainable wind blowing out the garage door (or things that might have other explanations). And that disbelief would be reasonable.
In the case of a independently existing deity, believers do offer such secondary evidence (and some claim to have direct evidence) and philosophers have even offered logical proofs of God's existence. This "evidence" or logical attempts to prove God's existence is discounted by atheists as insufficient for them to move them from atheism. And atheists have their own "proofs" which are insufficient for believers as well. Believers accept their own evidence and atheists accept theirs. Both spend energy to "prove" their position. Both sides make strong arguments, but neither side can command irrefutable demonstrations so it comes down to what they BELIEVE. Belief without irrefutable evidence is faith.
