I don't think he actually says Trump "was" anything.

He says Trump "could have been", "might have been", "would probably have been".

Wasn't Kalugin touting this around CNN last year?

Your right this information has been around since 2018. What's new is it's known now that our A.G never examed any information connecting Trump himself to Putin or Russian Oligarchs. That's a very incomplete examination to say the least!
