How do you make memes like that?

I can't remember what online template I used for that. It was long ago. If I were to do it from scratch, I'd make a negative of the BLB pic, layer in flames and smoke with varying opacities and lighting and, darken the borders under the flames. .png files with clear backgrounds are what you want to start with until you get good at doing cropping & blending. You can even put then directly over an image in the imgflip meme maker without having to use a separate application. There are other file types that can have clear backgrounds but, .png is the most common these days. So, just go to Google and type, " [content desired] png", and, that will usually get you started out right.

Ok I've got another question lol I uploaded a template and submitted a meme with it template name "rock out in the shower toniiite" lol can you tell me if it needs marked NSFW it's got 90 views usually when they get that many views in a few hours they get featured but this one isn't

They probably will tag that NSFW. As far as the # of views during submission goes, I can't tell you. I was just talking to someone who had one go over 100 prior to being featured and that is truly strange to me too. I'm use to seeing 16 or less whether or not it moves from submitted to featured after I've submitted it.

Yeah it is strange it is featured now it took about 4 hours tho

I think the work load gets too high for the mod(s) and there's some kind of triage system that determines if memes ever get featured or not. I've been waiting on this one since 8:00 this morning & it's got 14 views 2fnst4.jpg (click to show)
