OK well it turns out Ethan Hunt has been seeing Overly Attached Girlfriend, and she's taken herself hostage (long story), and Chuck Norris was her ex (he's the only man who ever successfully broke up with her), and she's still mad about it, so she's getting the IMF to tell Ethan Hunt to steal Chuck's underpants for revenge purposes.
