Not sure if it's changed, but the state of New York had to basically declare a kid an animal to start the child protection laws in motion. (I have so much useless trivia in my brain, even after last year's stroke)
In the mid 70's, CBS carried 2 live action variety shows on Saturday mornings: The Hudson Brothers Razzle Dazzle Show and The Harlem Globetrotters Popcorn Machine. I don't recall which one it was, but I'm leaning towards Hudson Brothers. Ted Knight appeared on at least one episode, playing characters that were similar in style to his Ted Baxter role. One sketch had one of the regulars panhandling on the street, and stops Knight as he's walking by and asks for money. Knight looks down his nose at the panhandler and says derisively, "How do I know you won't spend it on milk!"
I laughed my ass off. Mind you, this was at least a decade before the homeless problem started escalating.
