There's a fine balance here between western incorporation into one Korea, and the replacement of the TTP with a regional trade alliance lead by China.
A fair flow of rare metals appears to be the intent.

Keep in mind this is broadcast all over North Korean TV... and they obey.
This is gonna sound crazy, but i think 'we' should trust Kim, and go along with his plan. His generals probably spent an insane amount of time on a realistic integration plan.
Kim has to strike a balance between a sort of progessive saviour for the youth, and maintaining old traditions to keep older North Koreans from collapsing under the transition strain.
