NPT used to be a Russian soldier in WW2. She witnessed the Hiroshima nuke. She decided to become a 'nuclear non-proliferation treaty' so she can get rid of America's nukes, so he would not be a threat to Russia. NPT works for Russia, because she's very patriotic. When all of America's nukes are gone, she will quit. That's her plan. Nobody knows this except Russia.
