Sure but, "...that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness," was kind of the whole reason this country was founded. I don't necessarily think non-citizens should be guaranteed all the benefits of citizenship, but they're still humans, meaning they fall within the "all men" category and therefore possess unalienable rights that the government should protect.
