If you were an person living in,say, a third world country, and you want to come here because your family needs food and money, and your son is sick and needs attention, and you can't wait ten years to get a grant, there may not be another choice. Also, you are LITERALLY saying that Americans are more important that people who are worse off in life

Just like you cupcakes to read that into it....I feel yes that we worry about people who need help here first. Help them out, get out own affairs in order. There are people HERE who are suffering just as you described. Charity starts at home, this is home.
